Step 1 : I have opened this image in Photoshop. Let us give it a cartoon effect.
Step 2 : First duplicate the layer. Drag the Background Layer to the New Layer Button. (The icon like folded paper shown by the black arrow). This will produce a Background copy layer.
Step 3 : Go to Filters>Artistic>Poster Edges as shown.
Step 4 : This is how the image looks with Poster Edge filter applied.
Step 5 : Go to Image>Adjustments>Brightness/Contrast
Step 6 : Set the Brightness to 10 and Contrast to 30.
Step 7 : This is how the image looks now.
Step 8 : Now go to Filters>Artistic>Cutout.
Step 9 : This dialogue box opens (in Photoshop CS 2 you can do this in Photoshop 7 also). Click OK.
The finished image. Go to Layers>Flatten Image. Then File>Save as. Save as Jpeg in a folder of your choosing on your computer. You are done.
